U can use "lau hei" to describe a person who is sluggish and/or reluctant to move on/work on sth. e.g., mom urges the kids, 'dont be "lau hei" and hurry up plz!!!

The first character luk means to scold, I don't think there is a character available in Big5, but its composed of the fire radical and the character for deer.

"bok mang" the mang sounds more like meng6. Perhaps it sounds like "bok3 meng6" but that one means industrius/diligent... so are there any other possible homonym translations?
