I sometimes find filler words can be distracting to an audience and hence I have decided to try and cut them out but it is difficult. Here are a few of the worst offenders: 那个..., 就是说, 那么,所以呢,等等,怎么说呢,非常非常。。,是不是,

Does this sentence 农产品安全供应convey that the food supply needs to be secured/guaranteed or that the food supplied need to be safe (eg not contaminated).
