You are right that siu*1 (shang1) and siong7 (shang4) is obviously different. Their meanings are also different: siu*1 = too/excessively, siong7 = very. It's quite unbelievable that the person who wrote the article http://140.126.31.106/teacher/ccchang_work1.htm was unaware of it.
From what I know, "high" in E-mng & Cuanciu is kuai*5/kui*5, 'kuan5' is Ciangciu. Although kuai*5 can be used for "tall" , the more proper word for tall (human) is lio3/lo3.

I think you are right about kuan-it means daiwanway online dict gives chiangchiu sound for it but don't bother about xia and quan.Maybe in Taiwan they prefer this word for kuan like they abandon ly,ty,ky sound in chuanchiu.
Some minnan special words for some people in case typing in to search out in that daiwanway is too hard.
