meaning of "siu hay"

Hi. I was wondering what does "siu hay" mean? In the Mandarin dictionary, under "xiaoqi" it means stingy...but doesn't "siu hay" also have some meaning like, "easily angered"? Like your easily tempermental? What other meanings coudl/does siu hay have? Thanks so much.
