Fuqing and Fuzhou

This might not be the right forum but it's closest since I can't find any forum on Mindong dialect.

In the past, I always have the impression that Fuqing and Fuzhou are different entity speaking different dialects. However, I found out recently that Fuqing and Fuzhou are both Mindong dialect and they are even classified under the same subgroup. Furthermore, Fuqing province has always under the rule of Fuzhou Fu (or City in recent time) for centuries.

My question is, why Fuqing people do not identify themselves as Fuzhou people? Even Quanzhou and Zhangzhou people, though from 2 different Fu (or city in recent time), are collectively known as Hokkiens.
