Yes, there are characters for diu and hai.
1) There are actually three possible ways to write
diu 'to f---'. The one used in Cantonese is 門
with a 小 inside it. However, diu 'to f---' is
simply the verb form of diu 屌 'penis', so one could
also use 屌 for the verb. Furthermore, 鳥 used
to be read *diu for 'bird', but because of taboo,
it was changed to niu. However, not only is there
a connection between birds and sex, but 鳥 is used
as a graphic euphemism for diu 屌 'penis', so
conceivably one could also write the verb with 鳥.
2) As for hai 'c---', there's just the character
used in Cantonese, 門 with a 西 inside it.
