According to the Dictionary "陈正统主编，闽南话漳腔辞典(2007年1月中華書局出版發行", to described a person who is clever, the term is: "清采" or "ching1-7 chai2. It also means "好看",good looking.
"chin3-2 chai2" written as "言＋親 and 彩"means "隨便" "sui5-7 bian7"and "隨和""sui5-7 ho5.

The way I usually see chin3-chai2 written is 凊采 (凊, with the ice radical, meaning "cold"). That's the way I'd write it, but it doesn't really make sense to me etymologically.

《臺灣閩南語辭典》 lists chin3 as one of a few variant pronunciations of 且, but it doesn't give any examples. Regardless of the correct character, if chin3 is interpreted as 且, then 且採 might make sense as 隨便.

“Ching1 chai2” has nothing to do with “cold” because it is “清” with the “3-dotted water”. May I quote the entry of the dictionary in its exact words:

“清采”: (1) 美，好看；清爽: (人＋因)囝婿看着真～. (2) 聰明: ～人做戇代志.

In the dictionary, “周長楫主編，閩南方言大詞典，2006年12月福建人民出版社出版發行”, similar explanations are also given. It is an expression used by the Ciangciu people.

Note: (standing人+因) or” in1” means “they”.

Oh, I agree with 清采 ching1-chai2. I was referring to the other one, the one you wrote as 𧭼彩 chin3-chai2:

凊 chin3 (with the two-dot ice radical) means "cold", for example: 凊心, 凊飯, and 凊頭凊面. Many people write 凊采/彩 for chin3-chai2, meaning 隨便, and I was thinking that since some dictionary lists chin3 as a variant pronunciation of 且, that 且採 would make sense, meaning-wise at least.

So sorry for the misunderstanding. I think there must be different versions of Hanzi for chin3-2 chai2. While the dictionary edited by Chen is using (言+親)彩, that edited by Zhou, using the same words as you suggested.

I wonder whether this expression was really originated from Han Language or from other minority languages such as Yue 越 Language.
