學 佬 refers to the people of Fujian 福建, who pronounce 福 like "hok".
The Cantonese heard "hok", but did not know it was 福, so they wrote it
down as 學 (which is pronounced "hok" in Cantonese). So, it should more
properly be 福佬 .

I think "he" is saying ngoh oi nei, which is "I love you".
