You totally mistake these two words.
In fact, ' guanxi ' (关系) in mandarin is a noun, which means ' relationship '. When it's used as a verb, it roughly means ' (this thing) has some relationship with ' or ' (this thing) is important to' or ' (this thing) will take some effects on '. For example, “这关系到你的生命”means, 'this will affect your survive', namely, ' if you overlook this, it may kill you '. Note: the subject of guanxi is 'this thing' described, not the speaker himself. So you never say ' I guanxi ', etc.
On the other hand, 'zaihu' (在乎) means 'care about', 'mind'. It is a verb, and its subject is a person; the object is the thing that is 'cared about' by the subject. To some extent, it is a colloquial style one, so you'd better not use it in a formal document. In a more deep level of zaihu's meaning, it present a implication that the object which is 'zaihu-ed' will affect the interest of subject who is 'zaihu-ing'. e.g: “我很在乎那个女孩”, which factuall imply, 'don't touch that girl. Or you will harm my interest!' . It is, another expression of 'I like that girl'.
