Most of the characters in Mandarin are combined from initial and final. Nearly all initials are consonant and finals are vowels.
However, if I want to classify all phonetics label into two classes which is voice and unvoice, each symbols are belonged to its corresponding class.
P.S. it is based on Mandarin in China.
