no, neither they use any ponetics nor pinyin to romanize minnan into english. its up to indivduals. the earlier govts may have tried to standardize that, i am not too sure. but even if they did, i believed they were only partially successful. the present minnan romanisation in singapore is a mixture of proper romanisation and random choice.
