This is an offshoot from the topic Hua Hee Everyday. It was the first time I have heard about a lack of PGHK neutral tones.
Andrew mentioned that the final particles (directionals) like -khi-lai are pronounced in their full tones in Penang. Is that the case for all the directionals? lIke khi, lai, chhut-lai, etc.? I have been having issues on how to annotate these in the dictionary, but if they never occur in neutral tones, then I can just keep them in the original tone. I know they don't make their verb sandhi, at least.
