"bei fei"?

There has been this word that has been troubling me 'bei fei'. I think it has something to do with insurance/tax/ or perhaps money in general. But I'm not sure what the meaning or Possible Meanings could be. Any help will be greatly appreciated. Thank you!

i think ...is that the basic expenditure, when you are a boss of a company/shop, you must pay the salary of your staff, the rent and ..... they are all of the basic expenditure of your company.
