Thinking of either;
1. 张正颖
2. 张颖亮
Please help translate both in hokkein. Thank you.

張正穎 = Teoh + Cheng / Ching + Eng
張穎亮 = Teoh + Eng + Leong / Liong / Liang (depending on your ancestral variant of Hokkien)

No. It is Teo/Tio Eng/Ing Khong (not Kiong). The Kh is actually a 'stressed' K which some Pinyin use K' but is impractical for malaysian/singapore names.

亮 is most commonly called Liong

Really stress out on a good hokkein name for son.
Was told by a relative that 志颖=Chee Yin(第三声).someone help confirm?

Your relative is giving wrong info.

Hokkien doesn't have 'Y' initial consonant.

It is Chee Eng or Chee Ing.
