I don't know anywhere first hand, but I'm sure Amoy University would do courses. There are obviously lots of places in Taiwan as well.

does anyone know where i could learn hokkien (in china)? and be very good at it. most of the universities/language schools that i came across only offer mandarin and/or cantonese.

I think Taiwan is the best place.

China is trying to abolish all non-mandarin dialects and promote mandarin.
